A reason to keep CORP Siskiyou Line functioning!

Just to stir the pot a little, this might be an important reason to keep the CORP rail line over the Siskiyou Mountains intact. I know the UP Cascade line has had a few tunnel fires and slides over the years. These news reports say it is in a rather difficult location, the line may be idle for an extended amount of time. I'm sure it would be more desirable to see the Medford/Roseburg freight headed south than to backtrack to Portland, up the Columbia Gorge, then down through the Oregon Trunk Line. Here's a shipping question. When detour situations occur (because of a slide or derailment), who pays for the extra mileage incurred? Does the shipper, railroad, or both split the difference? Inquiring mind wants to know.
