Steve, normally a shipper pays a rate based on a number of factors but distance is somewhat down
the list. It's generally up to the railroad to get the car from Point A to Point B as best they
can. On the question of detours, most cases the incident is so short lived that it's rarely an
issue. When the Siskiyou tunnel was down the UP set up a charge to Eugene which was similar to
what the customer had been paying to I believe Dawson. CORP then added a terminal fee to deliver
the car making the trip somewhat but not hugely more expensive. The thing that killed the haul was
the length of time UP was taking to handle their part of the haul. Those facts were from a former
employee of Timber Products and are second hand.
