To expand a little on what Mr. Hunn already said, the railroad rate is from origin to destination, how they get there is pretty much the railroad's business. If they want to reroute the car via Chicago then the rate stays the same.
The only difference (other than transit time) would be in the amount of car hire miles the railroad would pay to the car owner. Even then, however, the railroad would probably just pay on whatever the amount originally should have been. Or they've zero rated miles as part of the contract anyway and it wouldn't matter.
