Those are block indicators, not just for speeders, but everyone that wanted to enter a main track as Dr.Zarkoff said.
They were used on main tracks in signaled territory at switches where one could enter. Uncontrolled sidings, spurs, crossovers, etc. It alleviated the 5 minute wait (open switch, wait 5 minutes) that one had to do. If a block indicator showed clear, you could open the switch and enter the main track. If it showed occupied, you had to wait for the approaching train to pass. Or, if occupied by a train that had passed, you could enter the main behind them.
Very handy item and it's too bad that the RRs did away with them in non-CTC signaled territory, i.e. track warrant territory; current of traffic territory, etc.
