They are signal relays with a flag attached to operating armature, including the ones the Sante Fe had with the dots. They were phased out because of maintenance costs associated with FRA-mandated periodic testing requirements for signal relays.

Those UP things with the flashing blue lights and sirens ?? Well the UP has a better way . . .
