David's right. There was an article in the Sacramento Bee last week quoting the Governator as saying essentially the same thing. This is simply an attention-getter, to awaken the population to the fact that it's serious business... which it seems to have accomplished. What eventually happens will be something different. "It ain't over 'till the fat lady sings."
