Probably a "C" yard job bringing cars for the mill, the freight sheds, and the street jobs. These were used for a while at Taylor and in the LA Terminal, at the time they were phasing out the old high nose Baldwins that were used on pull downs and such (also largely a useless six axle braking sleds). They were extremely unpopular with both hogheads and crews. This cut is indicative of a period a period when the "River Station" complex (Midway/Cornfield, Bullring, Links)was busy, but those days were fading fast.
Soon enough, GVD made sure most of these turkey's were shipped off to Colton, where they were equally unpopular, but no one in management out there cared much. SP had been through several big orders of SW 1500's by then, and with the 1974 oil crisis and depression, business was down, and there were enough EMD SW's and SD-7's (much more reliable and much preferred) for this kind of work.
Twelve years later I, my fireman, and our whole crew, all took the buyout, working the last job to work the "River Station" yard complex, the "mill" job, out of the Shops, on a regular basis. First stop "Sams" stand, for coffee.
