In a word, "maybe". This is a simplification, but it can stop under Rule 7 (we broke it) or 8 (it wore out) with a couple of conditions.
First, it has to be for a major repair, not just something as part of normal wear and tear like a brake shoe. I forget the amount, but it is fairly high ($1500 sticks in my head, but I'm too lazy right now to look it up) and you then MUST give notice to the car owner who will then give the carrier written notice to shop the car or a DV amount.
Car hire is then reclaimed (NOT stopped) at noon once disposition is granted until the car is reported interchanged to shop (if the owner directs that) or until delivered offline to home shop.
So, probably no real benefit in being slow in shop, as the car is either already under reclaim (if it is a full on car shop doing major repairs) or if they're just running repairs then they'd want to get them out the door ASAP.
