Boardman Coal Questions

Over the weekend, heard a UP crew telling Boyer West they were on board and ready to roll. But instead of picking up the train from BNSF at Napa Street or Overlook, the UP crew was departing Yardley at Havana Street. When did UP crews start getting qualified between Yardley and Napa Street? Doubt he had a BNSF pilot onboard; there was no commment on the radio about needing to stop somewhere in town to let anyone off. Second question, did a quick search and found nothing on this: when did Portland General Electric's reporting marks switch from PEGX to PGEX? PGEX makes more sense for them, but in the 1990s many of their cars were marked PEGX. Was that simply a mistake they later corrected?
