I 90 - Snoqualmie is National Forest (US Department of Agriculture) property.
WSDOT "does whatever is necessary"

US 2 - Marias West, to the North-uphill is National Park Service (US Department of the Interior)
property. A completely different culture.

Marias West, to the South, downhill, river, uphill, highway, lots more uphill, is all
FS-USDA
Montana DOT "does whatever is necessary"

Technicians with sectional maps may find exceptions. My offering is "broad-brush".

I'm on the side of the National Park Service, 99% of the time.
