My take is Bombardier did not look to be the recipient and that does not go down well with California patronage machine politics.

Might be Alstom for the NEC bid, too close to the spurned SNCF for PB. Of course, Alstom could turn out to be GE, but my guess once again is that GE is not into transit and will dump Alstom's train business if it acquires the whole company. Assuming it can get that past Hollande et cie.
