I don't think that Smart had or has the right to take out switches to on line customers since the NWP was here first....Ribbon rail could have been laid on both sides of the switch. The company that is laying the rail was taking out the switches to make it easier to lay long sections of rail rather then adjusting for the switches. Smart must be made to relay the switches by the Transportation board and revise their thinking...and NWP shouldn't have to put up a dime for the work.
