They pay abominably low rates to trucks needing south back into CA. The peak water season coincides with lowest demand for southbound freight from OR to CA so they get away with perpetually paying bottom dollar. Even the currently worsening driver shortage won't be enough to sway the scales enough for them to need expensive southbound rail service.
