"They" say that pollution- the auto kind, does drift south and gets blocked by the Tehachapis.
Here's how the farmers get it in the neck, as I understand from my farmer friends.
The dust is a given
The other stuff is a given.
Farmers have to um, 'register' their fuel burning equipment- tractors, pumps etc. When the needle goes past the limit , for all pollution, the farmers gotta pay for everything they add with tractors, almond-tree shakers, pumps etc. Farmers probly pay more attention to emissions from their machinery than anyone else, and there are a lot of inspectors driving around to give them BS as well. Some oblivious locals are unfamiliar with agriculture, so they report typical events, such as almond harvesting, as release of toxic pesticide fumes. The folks I know fill many pages of records and reports and spend hours answering questions usually over and over.
