Thank you Jason for stating economic realities succinctly. The question now becomes: Is it a good investment by California taxpayers? I think the answer is yes, simply beause the volume of highway traffic on the I-80 corridor is becoming untenable, as it is on every other highway corridor with a large volume of truck traffic. Trucks and autos do not mix well in hilly terrain. The Capitol Corridor needs to extend all the way to Reno, to serve the weekend Bay Area/Sacramento recreation traffic. For freight, the tunnel clearance improvements will allow a large chunk of interstate container traffic to be more competitvely moved by rail, thus giving remaining auto traffic a larger portion of the highway capacity. It benefits both passenger and freight needs.
