Oil train regulation passes in California -- California lawmakers on Friday passed legislation requiring railroad companies to tell emergency officials when crude oil trains will chug through the state. Jennifer Chaussee Reuters -- 8/30/14

Since railroads are regulated by Federal authorities, I don't see where this type of law can work. How can a state regulate interstate (or even international) commerce? However, the refineries and transload facilities do require various state and local permits, and could be required to provide traffic information to OES or local emergency authorities. Railroads could be ASKED (but now can a state require it?) for information (to be kept confidential - how is this public information? Yes, I know ... but in other areas like oil & gas & mining much industry information is reported but kept confidential, with public reporting only of aggregate numbers) about typical routing and aggregate traffic data so response personnel training can be prioritized. Oil trains are not one-time special movements, so it's unreasonable to require prior notification to (whom?) of each one.

Of course, the routing & general traffic data is available to anybody who wants to look around a bit, or pay for one of the railroad business data services, with or without railroad cooperation. This site itself can be a useful data source. And there really aren't that many alternative routes - just figure that all the main lines will have oil trains at one time or another, then go bug the refineries for data that allow those estimates to be refined.
