Track Warrants...

In my small neck of the vast American wasteland, the UPRR has a 7 day/week local that runs from a local yard down a sub-division to a "frac" sand operation, with occasional traffic for a couple of on line industries. Every day, said local reports to the Disp that the "switch has been lined and locked Main track 2 to Main track 2". The train then requests a Track Warrant, generally box 7, to continue to the sand "mine".
After a couple of computer seconds the Disp returns with a Track Warrant Number XXXX. The thing is... one day the TW # is 3###, the next day it will be 6###, the next day 4###.
The ? is... is there a rhyme/reason to the TW numbers, or are the TW #'s just randomly generated by a central computer?
