prop 65 warning?

In today's marin independent journal there was an ad titled "prop 65 warning". It warned of diesel locomotive exaust from richmond, oakland and roseville. it is not really signed, but gives addresses of major railroads in the area, including amtrak. Is this a legitimate warning required by the state? all this anti-rail in marin makes me wonder.....
