SB BNSF coal train in Everett -LOADED

Driving over the BNSF on I5 in Arlington Saturday. Overpass between Smokey Point and Tulalip. Loaded coal train heading south and coal still inside the hoppers. I thought it was only loads going to Canada not sure if they rejected this batch?
