It has been a few years (5) since I was truly in the know for the La Grande operations area so some stuff could have changed, but I am pretty sure the locals are still based out of La Grande. La Grande is a home terminal for crews. INPR and La Grande area cars would be set out off trains into one track and the INPR crew or the UP local crew would switch their respective cars out of that track.

The only UP local running while I was in the area would take their cars and head railroad east towards Ash Grove Cement in Durkee with whatever other stops along the way they had. They would return in the afternoon.
