Not sure where the tinfoil hats come in, or any of the other extreme paranoia points that The Beast and Newsweek dwelled on, but there are clearly some goals in there with regard to land use, resources, environment, etc., which could well have impact on such things as the effort to restore a log-hauling rail line to service.
