I think it's been discussed here before - try searching for 'singing', BART noise, rail corrugation, etc. It also occurs, though not to anywhere near the sound level I've observed on BART, with some light rail systems too. It seems to be especially bad with rail laid on concrete ties or slabs - which doesn't bode well for HSR which is commonly built that way.
