As a concession to environmental pressure and in order to get it built, they made it smaller than originally planned. Now, ten years later, the fuel depot can be a significant bottleneck in the so-called Spokane - Sandpoint "funnel", with multiple trains often backed up in both directions, waiting their turn to get fueled. IMHO BNSF area operations would be smoother today if the Hauser refuelling depot had been built to the capacity originally planned.
