I first moved to Boise ID in 2001, just a few months before the last freight run out of Cascade. I remember that a few weeks before the last run the INPR dumped a couple of flat cars of lumber into the river, every redneck and his brother was fishing boards out of the river lol! I think that some of the debris from that derailment may still be there, that could have been what you saw.
Back before the longer tunnel had problems, they used to run once a moth a train one way from Horseshoe Bend to Cascade with a bus ride back, called the Cascade Limited. That was a great ride, even going 10-15 MPH the locomotives had to really rev up to get the train up the grade between Banks and Smiths Ferry. When I rode the Payette River Flyer I asked if they were going to the Limited again, they said no, the insurance company wouldn’t let them take passengers through the tunnel.
The RDC’s are fun, but I miss the days of three F units on the head end throttling up crossing over highway 55:
