I don't know for a fact, but this probably means the remaining switch operations for what is now known as Military Ocean Terminal Concord, basically the northernmost end of the old CNWS. A Google maps search I did a few weeks ago shows three geeps parked on what looks like some pretty nicely rehabbed tracks near the waterfront there.
