Thanks fellows for the answers to my questions. It appears from Google earth that the throat tracks are fenced from the LA River to the platforms. I see where there are many videos on You Tube showing the day to day operations. Is it possible to discretely stand on the platform and observe the operations? Are there any places that one can observe and not end up in trouble?
