Several articles point out that the chassis problem is at least in part due to the shipping lines outsourcing the whole affair over the last few years. They sold off not only the chassis but the whole trucking operation, so they no longer control how many chassis are available and where. Probably looked good on the bottom line for the quarter, but now the results are becoming obvious.
