You seem to forget that Novato itself is being sued for brown act violations. 2nd the flooding at the bridge crossing the Novato river, isn't the majority of the railroad's fault. The railroad had that same bridge there for many years. The majority of the fault lies with Novato. For they allowed growth with so many streets, parking lots, and roofs, which do not slow down the rain waters. By slowing down the rain waters, you reduce the flash flooding effect. Plus development in flood zones.

Personally I see "no benefit" in having Novato around. As a newly incorporated city, it should be torn down to reduce flooding.
