East Marginal Way Seattle

While driving along East Marginal Way in Seattle today I noticed a fairly large quantity of heavy welded rail that had been placed on top of the UP tracks about a mile from the present end of the line. There were no workers around. Is this stuff being stored here? Or is some sort of project planned? As far as I know, there are no shippers in this area.
