I think it has to do with the tight curves. One of UPs steamers has to stay east of the river for the same reason, or so I was told.

The track belongs to the UP, over the bridge and left to Albina and up the hill, east towards The Dalles. I would think they can call the shots. I don't know about the tracks at the west end of the depot. VC Tower controlled that but that was 20 years ago.
