BNSF Congestion

Just a thought. When BNSF increased horse power on trains by adding a unit or two, did it not increase velosity and create a more fluid railway?

So instead of requiring them to open new lines, stop transporting this commodity or that commodity why not just mandate a HP per ton ratio that allows the trains to cover the railway at a speed that elimiates most congestion. BTW this would also apply to Amtrak (use to see the Builder with 3 or 4 F40s, now on 2 P4x units).
