Tri-Met probably had no choice in building the platforms. The FRA has become very anal in it's interpretation of the Americans with Disabilities Act and have maintained for the last couple of years that there can be absolutly no steps in boarding for new rail platforms, the entire platform must match the height of car entry.

I believe that Amtrak and a couple of commuter agency's are appealing, but that kind of thing takes time (and lots of lawyers!).
