There is nothing nebulous about the Tejon issue. Palmdale threatened a lawsuit if Tehachapi were dropped and Barry Zoeller, spokesman of the Tejon Ranch Co. promised the latter would fight any Tejon hsr alignment tooth and nail.
When PB did their phony re-study of Tejon they were under strict instructions to stay away from Tejon Ranch property. It is likely the best route would impinge some on the Tejon Mountain Village and their planned golf course. You can move a golf course that is not yet built.
Direct and straight, shortest and fastest is the best approach if you want to give hsr the best chance of breaking even. Elon Musk was correct when he said what Jerry Brown is currently planning is just another Amtrak. It does not meet the requirements of Prop la, but who cares? Certainly not the Courts, another part of the Establishment and under duress to go along with the program.
So we are stuck with maybe the most expensive commute rr ever built. Ergo forget Prop 1a and just add a bunch of stations and turn the DogLeg route into a high desert bedroom community line to LA. BART speeds to save money - 80mph.
