I know the college library in Ellensburg has a copy, plus one on microfilm. Do not be surprised if your library will not let you leave the library with the book.
They do come up for sale from time to time. The original book had a large fold-out map of Washington that showed the branch to Tanner, plus the proposed cross-state line from about Everett over Stevens Pass through Wenatchee through Coulee City to Spokane.
