M.M. O'Shaughnessy placed a bond issue measure on the ballot in 1917 to extend the J line thru the Bernal Cut but it failed due to opposition from the United Railroads.

The inability of Muni to acquire the private streetcar lines at the beginning really doomed most of the network after the war as they were run down. If the MSRy lines had been incorporated into Muni decades earlier things would be different today. I think the Mission St. lines would have been saved, especially if some subway had gone thru.
