Yea -- I was also thinking of this ammo dump as the Navy's reaction to the Port Chicago explosion. As bad as it was, ( over 400 military personnel killed,{mostly black}, a Liberty Ship, a Victory Ship, and 2 docks destroyed and many base buildings flattened ) the Navy got away " Lucky ", as none of the ammunition bunkers detonated. Also, I recall that only the boxcars on the dock trackage were destroyed. Perhaps the Navy wanted to prevent or limit future mishaps by having more but smaller ammo dumps ???
