I am not n the area so cannot comment on the specific procedure being used there. Bolts can be handled by a track wrench, a power tool or a torch. When there is a large amount ot OTM (Other Track Material such as tie plates, rail anchors, spikes, etc.) they are often picked up by electro-magnet.
