Tacoma Rail locomtives in BNSF Tacoma Yard

Shortly after midnite saw two BNSF Locos w/two Tacoma Rail locomotives switching the Tacoma yard. They were on the curve between Pac Hwy 99 and Portland Ave Overpass.

Was surprised to see this; does Tacoma Rail owe BNSF hours or is this a regular occurence?

Locomotives were facing North with the cars behind them.
