There is only one way Roseburg can make a difference - an offer to buy the line (i.e. put their money where there mouth is). The STB will help those that help themselves by making sure the NLV of the line is reasonable. They will also force the sale of the line if a reasonable offer by Roseburg is made, since CORP is apparently on an abandonment track and Roseburg appears to be making a reasonable effort to use the line. CORP need not buy the line entirely on their own, but they could find a reasonable buyer with the resources to operate the line, and then either put up some of the purchase price, or underwrite the purchase with an long-term contract agreeing to rates and volumes to be shipped on the line to provide a demonstrable revenue stream on which the line could be operated.
