No. The initial post would be wrong only if there were a WILLING AND QUALIFIED operator and/or buyer to take advantage of directed service or forced sale. The constitution prohibits the taking of property without due process and just compensation. STB regulations provide for due process and just compensation -- BUT, you have to have a WILLING AND QUALIFIED buyer and/or operator before you can even begin the process. At this time there is NO WILLING AND QUALIFIED operator and/or buyer.
