The Class 1's that have dedicated short line programs have reaped great benefits from their
"created" shortlines better serving customers. The problem with the WATCO, RRA level of operators
is exactly as has been stated, it's bottom line driven rather than business driven. The concept
of service increasing business is lost in the concept that service costs money. That killed many
of the SP branch lines despite their "Adopt A Shipper" program. The crews adopted shippers and
the railroad abandoned the track. It just seems that there's such a disconnect between the people
running the operating department budget and the sales department, it's always been that way with
the big guys and with WATCO and RRA seeming to emulate the class 1's we see similar results.
