For those of us who don't live in California, please clue us in as to what CTC stands for in this case, and what this body normally does. I assume it's California Transportation [something]. Commission?

Please keep in mind that this site is read by people in other locations and that references to places and organizations that may be obious to someone on the West Coast may not be so obvious to someone else.
