Fluid capacity of Stevens is 23 trains a day. Anything over that is trains sitting for 6-8 hours at a time on both sides of the tunnel waiting for a turn into the tunnel. Trains do sit for long periods, but only because of tunnel vent problems or breakdowns on the Pass.
