I did look it up. The design top speed for normal Amtrak equipment is 90 (older Superliners) to 110+ mph (most other car types). Even the California Cars are theoretically designed for 110. Amfleet, Horizon, and the new designs being built now are good for 125. At the moment (until AAF gets going), the only places they can be used at those speeds are the NEC (up to 125) and a few lines radiating from Chicago (up to 110).
I just have a hard time considering 110 mph "high speed rail" - most of the rest of the world considers that a normal main-line express train speed. But yes, in the US that technically qualifies as HSR.
I have nothing against AAF. It's a great idea, and I hope they get it working despite some obstructionists that are still attacking it, allegedly because they are not getting a station. And IIRC not even that line will be completely grade separated despite the planned speeds.
