Any news on PCC/WSDOT line sale-Geiger Spur 2008??

I see by the WSDOT website that the Geiger Spur project isn't expected to begin consruction until 2008--I was under the impression that this was to be done this summer. Is the PCC sale to WSDOT holding the project up, and what is the latest on the PCC sale? Is the spur at Creston for the feed mill going in? Is the historical society going in at Reardan?? What's the latest on the bridge replacement outside of Colfax---I under stand that the farmer that caused the whole thing is getting out of farming so an insurance claim wouldn't hurt him as he is no longer farming and won't be renewing the policy anyway so the worry the state has about his insurance rates going up is a moot point. Who is operating the P&L??
