What I fail to comprehend is why is their hand out in the first place ?

After having invested the huge sum of monies in the Sunset and the profits they claim they are making, why is their hand out to the public ?

Maybe if this state of ours grants them this investment, perhaps the clause language should be that their revered ex-WP line north of Stockton and thru the FRC be sold to their rival BNSF and sold at a fair price without gouging their counterpart.
