Perhaps it goes back to train orders days or early CTC/TCS days when a train order or from B was sent by a dispatcher to an operator/telegrapher or train crew member, that receiver needed to repeat the instruction/order word for word, spelling out stations, directions, and individually stating numbers so there would be no confusion as to what was sent and what was received.
