I have no problem in the abstract with my taxes going to upgrade RR ROW. What I insist however is that if the RR inquestion has its habd out, we the taxpayers get value. I should note 1, never loved SP,2, am stockholder in CSX, and am equally concerned everytime CSX asks/demands public funding to undo stupid chokepoints created by recent management--ex RF&P near Quantico Va finally is geting double tracked again for example.
What I DO want is ironclad public--i e Atk or Cal Dot access on a preferential basis to taxpayer funded upgrades. And in the bargain UP OR ANYONE ELSE should agree to obey the statuate giving priority to Atk.. no ifs, ands, or buts. And parking freights on the main to pretend they left the yard is a no-no .
An Eastern example is NS asking for Fed and Va money to doubletrack the Shandoah Valley route. Fine, agree out front to VDot or ATK access.
