You've left off a few things MilwMike...
The Milwaukee did all that without land grants, PLUS they paid for their own engineering, paid taxes on their property, sales tax on things they purchased, financed their own capital, paid for their own court and legal costs involved in creation of the right of way, paid to police & regulate themselves, were restricted in the lines of business they could pursue, and then moved government goods/people at discounted rates and had the rest of their rates very strictly regulated until 1980.
When your competition enjoys all those things fully funded by us taxpayers, it makes it hard to stay in business.
