Hindsight is wonderful, isn't it?
This theory assumes that UP (or SP before it) knew that a slide would take place, and pretty much when. With that knowledge, they could have upgraded the other line and been ready.
Questions:
What if they sunk money into the other line, and a slide (or flood or whatever) occurred somewhere else?
What if it never occured at all? Are such things predictable? If they upgraded the other line and nothing occurred, how do they get any return on their investment in that upgrade?
If it's a good idea here, then where else should they be upgrading or building alternate routes, just in case? Cajon? Tehachapi?
It sure is easy for us armchair experts to sit around and second guess the people who have to face the board of directors and the stockholders.
